Holds overall responsibility for building and coordinating the regional layer of Tusknet.
The role ensures that regional funds, participation structures, and decision-making processes are established bottom-up and remain focused on local stability, dignity, and long-term resilience. It connects lived regional reality with the financial, technological, and governance layers of Tusknet.
